जल सम्बन्ध प्रक्रिया (Water Connection Procedure)                                                                              
    

S.No.	Procedure Steps
1.	Any persons which also includes a corporate body being owner of the premises may apply for new water connection at his premises by obtaining the prescribed application form from the concerned Assistant Engineer office.  Alternatively the applicant may present his application form through a registered plumber of the department.
2.	In case the applicant is not the owner of premises in which he requires a water connection and is a tenant in the said building or land, he should get the application endorsed by the owner of the premises giving 'No Objection' certificate for the water connection in the name of tenant.  The tenant than shall be required to furnish a deposit of Rs. 1000/- as security deposit which will be refunded to him when he leaves the premises without any arrears pertaining to water supply against him.
3.	With the application form, the applicant shall furnish the true copy duly attested by notary public as a proof of ownership of premises or land such as Registry/ Patta/ Agreement/ Ration card/ Electric Bill and Oath certificate as prescribed by the department on a Rs. 10/- non judicial stamp paper duly attested by notary public.
4.	After submitting of form with the Assistant Engineer office, the Junior Engineer of department will check the site for feasibility of giving water connection.  If water connection is feasible, the applicant will be informed by letter with demand note.  The connection fee along with security deposit (Security deposit- Rs. 200/- + connection fee Rs. 100/- in case of owner and  Security deposit- Rs. 1000/- + connection fee Rs. 100/- in case of tenant) be deposited within 15 days from the date of issue of such demand note.  If there is any road cut involves for making the connection, the required estimate for the same be given to applicant, which is deposited by applicant to the concerned Municipal Authority as the case be.
5.	The applicant shall make his own arrangement for pipe fitting at his own cost by a registered plumber of department,  The applicant have to produce the certificate for pipe fitting along with the security deposit and connection fee and the receipt of amount deposit with concerned Municipal Authority, if road cut involves as per the estimate given by the department.
6.	After fulfilling and depositing all fee the water connection of the applicant be sanctioned and water meter be installed at the said premises and the applicant is allowed to use the water.
7. कृषि भूमि पर कनैक्शन - सहभागिता योजना

लाभार्थियों के अंशदान की मात्रा 

योजना के अतंर्गत लाभार्थियों को भण्डारण क्षमता की आधी व पाईप लाईन वितरण तंत्र की पूरी लागत हेतु अंशदान करना चाहिए। अंशदान की प्रतिकारी (कम्पन्सेटरी) दरें तदानुसार तय की गई है। 

इसके अतिरिक्त जन स्वास्थ्य अभियांत्रिकी विभाग को योजना हेतु आवश्यक भूमि सोसाईटी/भूखण्ड धारकों द्वारा विकास प्राधिकरण/नगर विकास न्यास/नगर परिषद/नगरपालिका/ग्राम पंचायत आदि द्वारा नियत आरक्षित दरों पर उपलब्ध करानी होगी। ऐसी भूमि की लागत योजना के अंतर्गत जन स्वास्थ्य अभियांत्रिकी विभाग को देय अशंदान राशि में समायोजन के अधीन होगी।

लाभार्थियों के अंशदान की दरें

सहभागिता योजना के अंतर्गत लाभार्थियों के अंशदान की दरें निम्नलिखित होगीः-

भूखण्ड के माप से संबंधित किसी विवाद की स्थिति में जन स्वास्थ्य अभियांत्रिकी विभाग के सहायक अभियंता द्वारा किया गया भूखण्ड का वास्तविक माप उपरोक्त दरों को लागू करने हेतु अंतिम होगा।

जनसंख्या का आधार 1991 की जनगणना होगी। यदि क्षेत्र की जनसंख्या 1991 की जनगणना पुस्तिका में नहीं वर्णित है तो ऐसी स्थिति में जिला कलक्टर द्वारा प्रमाणित आबादी आधार होगी।

दरों में संशोधन

लागू किए जाने के बाद तीन वर्षो तक उपरोक्त दरों में कोई बदलाव नहीं किया जायेगा। इस अवधि के उपरान्त दरों पर पुनर्विचार किया जायेगा।

योजना की क्रियान्विति हेतु आवश्यक धनराशि का प्रबन्ध

शुरू में सहभागिता योजना के अंतर्गत लाभार्थियों के अंशदान की राशि से योजना पर कार्य प्रारंभ किया जा सकता है। आवश्यकता होने पर Hudco या अन्य संस्था से इस प्रकार ऋण लिया जा सकता है जिससे ऋण का पुनर्भुगतान अंशदान से किया जा सके। योजना की शेष लागत राज्य सरकार के आयोजना मद से वहन की जायेगी। 

योजना का प्रचार प्रसार

जन स्वास्थ्य अभियांत्रिकी विभाग योजना के प्रचार, प्रसार व इसे लोकप्रिय बनाने हेतु आवश्यक कदम उठायेगा।

योजना की प्राथमिकताएं

1 योजना की न्यूनतम अर्हता क्षैत्र का विधुतीकृत होना होगी।

2 ऐसी योजनाओं को प्रथम प्राथमिकता दी जायेगी जहॉ 50 प्रतिशत भूखण्ड धारियों ने निर्माण कार्य शुरू कर दिया हो व 25 प्रतिशत भूखण्ड धारियों ने निर्धारित समयावधि में अंशदान जमा करवा दिया हो। 

3 अगली प्राथमिकता ऐसी योजनाओं को दी जायेगी जहॉ 25 प्रतिशत भूखण्ड धारियों ने अंशदान निर्धारित समयावधि में जमा करवा दिया हो, चाहे निर्माण कार्य 50 प्रतिशत से कम भूखण्डधारियों ने शुरू किया हों। 

4 अन्य योजनाओं को भूखण्ड धारियों द्वारा निर्माण कार्य किए जाने व अंशदान जमा किए जाने की विभिन्न स्थितियों के आधार पर प्राथमिकता दी जायेगी।

अंशदान हेतु निर्धारित तिथि जन स्वास्थ्य अभियांत्रिकी विभाग द्वारा अधिसूचित की जायेगी। यह निर्धारित तिथि, योजना की तकनीकि स्वीकृति के पश्चात जारी अधिसूचना की दिनांक से 60 दिन उपरांत की तिथि होगी। 

अतिरिक्त शुल्क

स्थिति में 20 प्रतिशत अतिरिक्त राशि देय होगी। परन्तु उपभोक्ताओं को जल संबंध की स्वीकृति के पूर्व हर हालत में उपरोक्तानुसार अंशदान की राशि जमा करानी होगी। 

प्रशासनिक व वित्तीय स्वीकृति

योजना की गुण दोष के आधार पर प्रशासनिक व वित्तीय स्वीकृति वित्त समिति/नीति-निर्धारण समिति द्वारा जारी की जायेगी।
